Schneier is focusing solely on human-focused terror. Systems disruption-focused 4GW could be pulled off quite easily! There are concentration points that are completely unguarded.
Fair point.
Energy systems are more likely though – easier to hit, higher ROI due to absurd leverage. And, since they underpin most other infrastructure networks, would tax all of them – including food.
