On Infrastructure Resiliency

“When we go to an electricity utility, the thing that’s driving them is 99.99 percent availability so there is not the mind set for privacy. Because they’re using simple systems and everything is in real time, if you add auditing or monitoring to the process, it’s seen as a waste of resources,” Slay said.

Excellent quote that summarizes the current approach to infrastructure resiliency. Senior officers of India’s Railway Protection Force (two stars and up) spent a lot of time explaining how they were extremely frustrated with the manner in which railways were being built with the specific goal of zero excess capacity. Despite having explained how dangerous it is, they were ignored and told to take care of their support function.

Until that mindset changes, resiliency will be a far off goal. The trick is to find the right imperative and logically apply it.

  • In 2006 that was 61 billion kilowatt-hours worth $45 billion – 1.5% of total US electricity consumption.
  • That’s double of what was used in 2001.
  • Data Centers are expected to double to 100 billion kWh by 2011 with the bill running up to $7.4 billion.

Arherring On 5GW

Herring’s onto my thinking on 5GW as the nonlinear total of the actions of billions of actors –

This is how super-empowered individuals relate to Fifth Generation Warfare theory. Super-empowered individuals may choose to follow any doctrine they desire: 4GW, Global Guerillaism, socialism, tribalism, terrorism, anarchism or capitalism. They may apply their leveraged knowledge in the manner that best suits their goals and aspirations.

BTW Shane’s treatment of the generational model in terms of movies is great.

Vietnam’s Open Source Cyberwar

VietNamNet

According to surveys by this commission, nearly 60% of websites of ministries and state agencies which have the domain name gov.vn have been attacked by hackers.

Those attacks take place in many forms but the most popular form is attacking the archive system of Internet Service Providers (ISP) to delete information about service charges, steal information of enterprises, passwords of credit accounts, etc.
