In itself, bribing the Taliban is a functional component of open source counterinsurgency utilized by the Italians. However, the strategic implications of this so-called “awakening” strategy are still not understood.

With multiple keystone actors, information transfer within the strategic architecture is extremely important. When that process failes, the result is simple: one hand didn’t know what another hand was doing.
