This could have connected the green movement with the security imperative, leading to a better understanding of the Resilient Community. Instead, no valuable insight will be generated by internal analysts -refer to the DOE’s energy projections. Meanwhile all the good thinking – a surprising amount of which is conducted online -will lose out on a valuable resource.

On the other hand it seems like classifying the document allowed the authors to be honest in their assessments of friendly governments. And it’s only ‘Confidential’ so the thing will be leaked anyway in a few weeks I’m sure.
