Spam’s 80% To 20 Rule

The Spamhaus list of the world’s worst hardcore spammers include people who push porn, pharmaceuticals, and stock scams into inboxes everywhere. Spamhaus estimated that as much as 80 percent of all the junk coming to inboxes starts with these top 200, and highlighted the top ten worst of the bunch.

As we knock these singular players over their replacements will operate with decentralized systems not prone to being taken down. Think of this in the context of terrorism: Will these super empowered nodes be empowered because they can operate independently with great impact, or is their empowerment reliant on being a part of a resilient ad hoc network? Does the differentiation matter?
